Todd Moss is a nonresident senior fellow at the Institute for Progress where he works on US visa reform.

Todd is the executive director of the Energy for Growth Hub, a nonprofit dedicated to a high-energy, low-carbon future for everyone. He’s also a nonresident fellow at the Center for Energy Studies at Rice University’s Baker Institute, at the Payne Institute at the Colorado School of Mines, and at the Center for Global Development.

Todd previously served as Deputy Assistant Secretary of State and has worked at Georgetown University, LSE, and the World Bank. He’s the author of African Development: Making Sense of the Issues and Actors (eds. 2007, 2011, 2018) and Oil to Cash: Fighting the Resource Curse with Cash Transfers (2015). Todd is also a thriller writer, including the Judd Ryker diplomatic series for Penguin Books. His PhD is from the University of London’s SOAS and his BA is from Tufts University.
